COUNCIL OF EUROPE MEETING: Police Network Conference
In March of this year, within the Council of Europe, Strasbourg hosted the Police Network Conference. At the 2025 conference, entitled, From Standards to Action: The Role of Law Enforcement in Preventing Femicides and Violence Against Women, police and other international experts in the field explored international and Council of Europe standards and ways to translate them into law enforcement working methods, providing a platform for sharing good practices and developing effective prevention measures.
Over two days, discussions focused on key frameworks such as the Istanbul Convention, the case law of the European Court of Human Rights and the GREVIO guidelines, which underline the importance of police risk assessments, victim-oriented measures and inter-agency collaboration. Emphasis was placed on the identification of high-risk factors to better understand the indicators that lead to femicide. In the space dedicated to this, the Spanish representation gave a talk focused on the functioning of the VioGén 2 System, which was highlighted as a successful initiative for its comprehensive approach and its ability to coordinate the different institutions involved in the prevention and follow-up of cases of gender-based violence.
